In this article, object, task, guideline and guarantee measures of converting the land for forestry had been put forward, started from practical situation faced with one of this kind of demonstrative county-Xianfeng county. The authors think the key for completing water and soil loss control in slope arable land is dependent on innovation and organizational leadership under guidance of science and technology as pioneer, structural regulation as emphasis, stereo development as main line and ecological-economic-social development as target.
