Abstract:Abstracts: Jiangxi Province is one of the important collective forest areas of South China. As an important forest city in Jiangxi, forestry plays a significant role in the social development of Jiujiang as well as its economy. Jiujiang had an earlier schedule for the Reform of Forestry Property Right System. Piloting in Wuning County in 2004, the major reform has come to the end in 2007, which has been comprehensively checked and accepted by the leader group of Reform of Jiangxi Forestry Property Right System. Through analyzing the present situations about the Reform of Forestry Property Right System, the authors aims at pointing out the problems in the reform. Specific suggestions have been given in terms of the cultivation of first-class enterprise, transformation of running mode resulted from the property right reform, the uniform plan for collective forest, the difficulty of spreading and applying forestry technique, the limit amount of lumbering, the effective application of forestry land, the compensation of collectively public forests, the mortgage of forestry property right, forestry taxation and turning over profits to farmers, the prevention and control of plant diseases and elimination of pests, the prevention of forestry risks, the auxiliary reform of finance and the perfection of relevant laws, regulations and policies. The suggestions aim to provide basis and reference for perfecting the domestic Reform of Forestry Property Right, rising the producing level of forestry, as well as accomplishing the goals of enriching farmers and vigorously developing the forestry areas.
